Out-of-Home Care Section Manager
Position Summary: The position provides statewide leadership to the Wisconsin child welfare system. The position supervises the Section staff and directs contractor staff, as appropriate, working for the Bureau or Section. The position also works with county, tribal, and private agencies involved in the delivery of child welfare services and has responsibility to manage child protective services in Wisconsin. The position also advises the DSP management team on federal and state legislation that impacts the state’s child welfare system.
The position manages the following: out-of-home care programs including oversight of foster home recruitment, the kinship care program, foster child and foster family insurance programs; out-of-home care policy including oversight of federal placement requirements, permanency planning and well-being measures; and the development of policies, procedures, and programming to support local child welfare agency practice. The position is involved in efforts that ensure that children and families are protected by supporting community collaboration efforts and by supporting coordination with courts, law enforcement, local providers, and other partners critical to the success of child protective services.
Duties also include managing, leading efforts related to the development, implementation, and monitoring and evaluation of program policies, practices, and other programmatic supports that guide the effective delivery of CPS services in Wisconsin in collaboration with other Bureau and Division staff and stakeholders. The position operates collaboratively to coordinate and align CPS program activities with Bureau and Division programs, other Divisions and offices within the Department, and with other Departments and does so in a manner that is consistent with and in support of the state’s Child Welfare Model for Practice.
