On behalf of the 72 county human/social/community service departments that we represent, and with the on-the-ground insight of our Long-Term Services Policy Advocacy Committee, please find attached our detailed comments to the renewal application for the Children’s Long-Term Support (CLTS) § 1915(c) home and community-based services waiver (HCBS) and the § 1915(b)(4) waiver. In this waiver renewal application, our county members are labeled as “locally-contracted waiver agencies;” all references herein use this term.

General Comments

We are appreciative of the number of modifications the Department has already adopted as part of this draft waiver application. This includes the removal of the elimination of the child care benefit, among other proposals outlined below. We believe that the adoption of these requested changes will improve the overall quality and administration of the program and its services.
